The National Weather Service issued a flash flood warning for the area Wednesday morning, predicting heavy rainfall and possible flooding. The warning was in effect until 8:45 p.m. Wednesday evening. By Wednesday afternoon, the Cape Fear River had risen to 22.6 feet, more than 10 feet above its normal level. The river overflowed its banks, flooding low-lying areas along the river and causing road closures in several areas, including: * River Road in Wilmington is closed between Kerr Avenue and Independence Boulevard. * Highway 17 in Brunswick County is closed between Leland and Supply. * Highway 211 in Brunswick County is closed between Southport and Bolivia. Emergency responders are urging residents in low-lying areas to evacuate to higher ground. The Red Cross has opened a shelter at the Ogden Elementary School in Wilmington for residents who have been displaced by the flooding. The storm is expected to continue through Wednesday night, and heavy rains are still possible.
